    Last fall, the Burrard Inlet Environmental Action Program (BIEAP) began preparing the Consolidated Environmental Management Plan for Burrard Inlet. In November and December of 2000 the Program hosted a series of public workshops around the Lower Mainland to help confirm issues for the new Plan.
    A preliminary draft of a Consolidated Environmental Management Plan for Burrard Inlet is now available for public review and comment. This Plan builds on the work of the BIEAP program by providing a strategic framework to improve the environmental quality of the Burrard Inlet ecosystem. The first preliminary draft consolidates all of the BIEAP partners' respective environmental management systems - port, federal, provincial and regional government policies, legislation and initiatives pertaining to Burrard Inlet - and provides recommended actions to improve and enhance the Burrard Inlet ecosystem over time. Through the ongoing operation of the BIEAP program, the Consolidated Plan will help co-ordinate environmental decision making in Burrard Inlet.

    The Habitat Protection Urban/Rural Section of BC Environment has changed their name. They'll also be changing the way they do business.
    Now known as Ecosystem Planning and Protection (EPP), they will be striving to achieve a more balanced and prioritised approach to covering the Lower Mainland Region and their numerous work activities through planning, education, monitoring and enforcement.
    Habitat Biologist Erin Stoddard will describe how EPP will be undertaking this change through the strategic reorganisation of work activities, stratification and priorization of the Region's watersheds, and the development and implementation of new documents, policies, and processes, including a new instream works application review process. Mr. Stoddard will also reflect on the status of the implementation of the new Streamside Protection Regulation.

    The goal of smart development is to implement an integrated and balanced approach to land use. Smart development protects property and sustains natural systems in a cost effective manner. Stormwater management is at the heart of smart development. Whereas traditional Stormwater management is based on end-of-pipe solutions, a smart approach starts at the source - where rain falls. This is the third in a series that builds on the momentum and lessons learned from previous Vancouver Island and Sunshine Coast forums. It has been designed as a two-day event to accommodate the size and complexity of the Lower Mainland. The morning session is common to both days, while the afternoon sessions contain separate case studies. Day 1 will address rural/suburban issues, and Day 2 will address suburban/urban issues.
    Using a case study approach, the forum will present new information on the following core issues:
    Community Commitment
    Obtaining and sustaining public support for alternative approaches to Stormwater management and smart development - Building the political will.
    Integrated Solutions
    Integrating ecological perspectives into land use planning, engineering and construction from site to watershed levels - Implementing changes needed for a long-term vision.
    The Georgia Basin provides a regional context for the forum, while the program content addresses the diverse rural, suburban and urban issues within the Greater Vancouver and Fraser Valley Regional Districts. This forum will present successes and failures in the way that Stormwater can be managed. Interactive sessions will encourage an open dialogue to relay experiences of communities and government.
    This workshop is designed for planners, engineers, elected officials, the real estate and development community, community stewards and first nations.
